Ishigaki City, the southernmost natural-cultural city of Japan, relocated their City Hall from the current downtown to the high ground outside of the tsunami flood damage area. New Ishigaki City Hall is designed as “The Forgathering City Hall with original landscape and cultural scene of Ishigaki-City.” By leaning from the local intimate settlement of Okinawa built by misalignments of streets, we create “Citizen Plaza," which become the intersection of social activities, the local settlement of human-scaled "Red Kawara Roof," and the rich use of "local island material" welcoming people warmly and friendly.
